Featured in the Scafford Gang Deluxe Enemy Pack.  That set contains all of the rules for the Scafford Lieutenants (and Captain Burns), but usually players just use Col. Scafford to represent a Scafford Lieutenant if he comes into play.  Now, you can have a specific miniature for Captain Burns (or to represent any Scafford Lieutenant) in your games of Shadows of Brimstone!
