Einige Jahre sind vergangen, seit die Insel República de las Bananas von Unruhen und Putschversuchen beherrscht wurde. Das Militär hat stark an Bedeutung verloren, private Milizen verrichten nun die Drecksarbeit. Die Mitglieder der Junta leben zurückgezogen in pompösen Anwesen von ihren Schweizer Bankkonten.
Die Spieler gehören dieser Junta an und befehligen private Milizen. Sie rauben ihre Widersacher aus und überfallen den Präsidenten, um selbst Präsident zu werden. Sie reißen sich möglichst viele Entwicklungsgelder unter den Nagel, heuern davon weitere Milizen an und bauen ihr Anwesen aus. Wem dies schneller als den Konkurrenten gelingt, gewinnt das Spiel.
